Tourist tax is usually paid at the hotel. Before paying, check whether your booking site already includes it.

How the calculation works
Each city uses a different basis
Japanese cities charge a fixed amount by per-person nightly price band. The band uses the room rate divided by the number of guests, so the same room can be taxed differently for one or two people.
European cities charge a fixed amount by accommodation class or a percentage of the room rate. Hawaii adds percentage taxes to the room rate and resort fee.
Comparing with your booking
If the booking site's "taxes and fees" already include the tourist tax, do not add it again. If it is listed as "pay at the property", you pay it at check-in or check-out.
When rates change
Tourist taxes change often. Each city shows the date we checked it and its official sources, and announced changes are listed separately. New rates apply to nights after the change date.
